1: Initial Operations Challenges


  • The district had been operated
    for many years by the same staff and several of the Districts
    employees were either at or approaching retirement age.
  • The District had just completed an
    extensive main extension project and had
    been dealing with many water breaks. This
    resulted in many boil orders and in many customer
    complaints.
  • The District’s administrative functions were operated
    out of the basement of the clerk’s home. There was
    no room for extensive record keeping and nearly all of
    the financial and legal documents were boxed up and placed in
    storage or placed in the offices of the District’s
    attorney and were therefore not available for easy access.
  • The elevated towers were in need of
    maintenance and repainting, and their control systems
    were outdated and unreliable.
  • The entire community of Farley, with
    a population around 450, was being supplied through only
    a 1” bypass
    on a deteriorating regulating valve.

2: Project Background

Alliance Water Resources provides complete
management, operations, and maintenance services to the Consolidated
Public Water Supply District #1. The District purchases water
from Kansas City, Missouri and distributes it on a retail
basis to district customers. The fast growing service area
and the limited hydraulics of the system creates a challenge
for Alliance.

3: Alliance
Achievements

  • Alliance successfully achieved
    its goal of retaining the majority of key District
    employees and supplemented them with a new system
    manager.
  • Alliance has provided monthly updates and reviews
    of the Districts financial and operations status
    including a work order system implemented to keep
    track of completed
    work.
  • Alliance has succeeded in designing and installing
    a badly needed upgrade of the District’s water supply
    control system with new radio telemetry system SCADA
    (Supervisory Control And Data Acquisition) equipment.
  • Alliance
    has implemented a preventive maintenance and safety
    program.
  • Alliance helped continue
    the progress the District had made in moving
    into new offices.
  • The failing regulating valve that supplied the town of Farley has been replaced with a larger, more reliable system. The coin-operated water dispensing system has been upgraded, resulting in a greater accuracy and a user-friendly experience for customers.
  • Alliance closed out the DistrictÕs abandoned wells according to DNR specifications. Proper well abandonment is essential to avoid legal, liability and regulatory issues.
  • Water loss has been reduced in excess of 13 percent since Alliance began operations. This saves the district $35,000 each year.
