2: Project Background
The Franklin County Public Water Supply District #1 serves a rural but developing area south of Washington, Missouri. Its management is vested in a Board of Directors which consists of five members located throughout each of five sub-districts. Alliance provides complete contract management services, including operation and maintenance of the wells, wastewater treatment plants, oversight maintenance and repair of the distribution and collection system through outside contractors, billing/collection, management, and administration for approximately 3,000 people.
- Alliance immediately began providing detailed monthly financial reports and instituted a system of work orders and operation reporting to give the board the information it needs.
- To maximize efficiency, on site staff is supplemented with management and supervision from the nearby Alliance division at Franklin County PWSD #3. Emergency response and laboratory services are also provided out of this division.
- A water system master plan has been completed.
- An ÒOwner Supervised ProgramÓ has been implemented for water main extensions and a set of standard specifications has been developed.
- Alliance prepared a comprehensive set of rules and regulations for the District, including procedures for developers.
- Alliance is helping the District and its engineer assess growth opportunities and identify solutions to providing the required infrastructure.
- Alliance is working with the Board to begin a meter change out program to reduce unaccounted for water.
